I heard they were laid out the way they are to A) reduce two keys next to each other being pressed at the same time (and jamming a typewriter) and B) ease of access to the common keys (q,z and x on the outskirts etc)... If you learn effective touch-typing, no layout would actually increase or decrease typing speed significantly. Anyway, it is a rather arbitrary point regarding the rest of the article, which was good. Guys definitely don't help themselves with a lot of the illinformed beliefs they have from society.
